Olson Urges Nationwide Community Assistance in Search for Missing Girl
Today, Rep. Pete Olson urged all residents of Texas and America to take a close look at the information on missing 16 year old Bianca Lozano. It was 14 years ago that Bianca Lozano was kidnapped by her father and taken from her mother when she was just 18 months old. Today, August 19th is Bianca’s 16th birthday.
Her mother, Deana Hebert has been working with every level of authority possible including Harris County officials, the U.S. State Department, the National Center for Missing and Exploited Children, the FBI and Crime Stoppers in Houston in an attempt to find her daughter. Ms. Hebert contacted Rep. Olson’s office shortly after he was elected for additional assistance.
“As the father of two wonderful children, I can only imagine the heartbreak Deana has felt over the past 14 years, missing her daughter’s milestone moments,” Rep. Pete Olson said. “When I heard this story, I knew I had to do all that I could for Deana and Bianca. I have tried to work with the State Department on this matter but time is running out. Due to the International agreement of the Hague Act and Bianca’s 16th birthday today, the State Department is very limited in what they can do moving forward to help this family. That is why I am asking for the help of this great nation to look carefully and help return this girl to her mother.”
Timeline of the Bianca Lozano abduction:
? April 7, 1995 Bianca Lozano was abducted by her father on a scheduled custody visit with her at the age of 18 months.
? September 18, 1995 an UFAP arrest warrant was issued for Juan Antonio Lozano Jr. by the Harris County District Attorney’s Office for unlawful flight and with interfering with child custody.
? Mother Deana Hebert registered with the National Center for Missing and Exploited Children. Hebert contacted the State Department in 1997. She hired several private investigators and continued to work with the Harris County Prosecutors office and the FBI in her search. Deana Hebert did everything possible to locate her daughter.
? Hebert came to Rep. Pete Olson’s office due to recent media attention given to a father whose son was taken to Belize by his mother. Another Member of Congress was working the case and received good results.
? In December of 2008, Deana Hebert retrieved new information that Bianca was determined as enrolled in school in Monterrey Mexico. She retrieved the below document via the internet at this web site. http://www.emexico.gob.mx/wb2/eMex/eMex_Consulta_tu_CURP. CURP stands for “Clave Unica De Registro De Poblacion” which means roughly - code for the registration of the population.
? Recent reports have potentially placed Bianca’s father Juan Antonio Lozano who is a Mexican National, back in the Houston area according to Harris County officials.
Bianca, now 16, has a light-brown, semi-oval-shaped birthmark on her right shoulder blade. At the time of her disappearance she had pierced ears. Anyone with information about the case is asked to contact Crime Stoppers at 713-222-8477or online at www.crime-stoppers.org. Crime Stoppers will pay up to $5,000 for information that leads to Lozano's arrest.
The Hague Convention of 25 October 1980 on the Civil Aspects of International Child Abduction is a multilateral international treaty, which seeks to protect children from the harmful effects of abduction and retention across international boundaries by providing a procedure to bring about their prompt return. The "Child Abduction Section" provides information about the operation of the Convention and the work of the Hague Conference in monitoring its implementation and promoting international co-operation in the area of child abduction. Due to age requirements globally - 16 is the age of adult status from a legal standpoint.
“Bianca Lozano deserves to know that she has a mother in Houston who loves her very much. I am counting on the good nature of all Americans to think carefully if you have seen this girl or her father and let authorities or my office know if you have any information about Bianca’s whereabouts,” Olson concluded.
