Olson Votes to Dismantle Obamacare, Defend Life, and Invest in Women's Healthcare
Rep. Pete Olson (R-TX) today acted to protect taxpayers by voting to pass a bill that dismantles Obamacare, prohibits federal funding for certain abortion providers, and invests in womenâ€™s healthcare. The bill, H.R. 3762, the Restoring Americansâ€™ Healthcare Freedom Reconciliation Act, passed the House by a vote of 240 to 189.
â€œThe Obamacare failures are well known and seem endless,â€ Rep. Olson said. â€œThis bill is an important step to fix those failures by repealing Obamacareâ€™s most damaging taxes and mandates. The bill also blocks federal funding to abortion clinics like Planned Parenthood for one year while we continue our investigation. This gives us time to focus our efforts on creating a patient-centered health insurance system guided by the free market. Defunding abortion clinics allows limited tax dollars to be reallocated to the over 13,000 womenâ€™s health centers across the country that do not perform abortions, giving women wider access to high-quality care. I will continue to vote for conservative reforms to reign in President Obamaâ€™s reckless leadership.â€
Specifically, the bill:
- Repeals the Individual Mandate
- Repeals the Employer Mandate
- Repeals the 40 Percent Excise Tax on High Cost Health Plans (so-called Cadillac Tax)
- Repeals the Medical Device Tax
- Repeals the Independent Payment Advisory Board (IPAB)
- Repeals the Prevention and Public Health Fund (Obamacare Slush Fund)
- Repeals the Obamacare Auto-Enrollment Mandate
Defends Life - Contains a one year moratorium on mandatory funding for â€œprohibited entitiesâ€ that received over $350 million in Medicaid funding in FY2014. Prohibited entities are defined as non-profit essential community providers who provide elective abortions. Significantly, this would stop mandatory funding to Planned Parenthood, the nationâ€™s largest abortion provider. A GAO report issued earlier this year showed that in the most recent year covered by the report (2012), Planned Parenthood received $507.5 million from federal programs. $400.6 million, or 79% of those funds, were mandatory funding through the Medicaid program alone. The abortion provider funding moratorium in H.R. 3762 would also apply to other mandatory funding programs like Title V and Title XX block grants.
Invests in Womenâ€™s Healthcare - The bill authorizes and appropriates $235,000,000 for the community health center program in each FY 2016 and FY 2017. Community health centers are widely available and provide a full range of health services for women. For example, there are over 13 times more FQHC Service Sites (9,170) nationwide than there are Planned Parenthood centers (about 700)
Protects Taxpayers â€“ Cumulatively, the bill achieves $78.9 billion in savings.
